The Central Bank of Nigeria has been watching. After years of rising mobile banking fraud, unauthorised account access, and SIM-swap scams that have robbed millions of Nigerians of their hard-earned money, the apex bank has decided to act decisively.

Starting 1st May 2026, ten new BVN rules will be enforced across all commercial banks, microfinance banks, and financial institutions operating in Nigeria. These rules are designed to tighten security, reduce fraud, and bring Nigeria's digital banking environment up to global standards.

1. One Device Per Banking App — No More Logging In From Multiple Phones

If you currently switch between your personal phone and your work phone when checking your bank balance or making transfers, you will need to pick one. The CBN's directive means each mobile banking app can only be active on a single registered device.

This might feel inconvenient at first, but the reasoning is sound. One of the most common entry points for fraudsters is the ability to install and activate a mobile banking app on a different device without the account owner's knowledge. By restricting each app to one active device, the CBN is closing one of the most exploited loopholes in Nigerian mobile banking.

If you travel frequently or regularly switch phones, you will want to plan ahead. Having your primary SIM card and your most-used banking app on the same device will be essential going forward.

2. Automatic Logout When You Switch to a New Device

Closely linked to the rule above, this change introduces an automatic deactivation protocol. The moment you log in to your mobile banking application on a new device, your previous device is instantly and automatically logged out.

No overlap. No grace period. The old device becomes inactive the moment the new one is activated.

This is a significant security improvement. Under the old system, if a fraudster obtained your login credentials and activated your banking app on their own device, your original device might remain active for some time, giving you no indication that your account had been compromised. Under the new rules, that old device would be logged out the moment the new one was brought online, potentially alerting you immediately that something is wrong.

The flip side? If you accidentally activate your app on a new phone, or if someone else does so fraudulently, your current session ends at once. This is designed to protect you, not inconvenience you, though the transition may take some adjustment.

3. Extra Verification Checks When Switching Devices

The CBN understands that people do legitimately change their phones. Life happens. Phones get broken. Upgrades occur. You are not expected to stick with one phone forever.

However, switching to a new device will now trigger additional authentication steps that were not previously required. Expect a combination of identity verification processes, such as biometric confirmation, one-time passwords (OTPs) sent to your registered phone number and email, and possibly questions specific to your account history.

These extra steps exist to ensure that the person setting up the app on a new device is genuinely the account holder and not someone who has stolen or found the previous phone. Yes, it takes a few more minutes. However, those extra minutes could be the difference between keeping your savings and losing them to a stranger.

Connected to the watchlist rule, the CBN has given banks the explicit authority to restrict or temporarily freeze accounts while investigating suspicious activity.

This is already a common practice in many countries, but the new CBN directive formalises it within Nigeria's banking framework. If your account exhibits behaviour consistent with fraud, for instance, multiple failed login attempts from different locations, unusual withdrawal requests, or device anomalies, your bank can freeze access until the matter is resolved.

The important thing to understand is that this is a protective measure. It is designed to stop fraudsters from draining your account while your bank sorts out what is happening. It is not a punishment. However, it does mean you should keep your contact details updated with your bank at all times. In the event of a freeze, your bank will need to reach you quickly to verify your identity and restore access.

6. One Phone Number Change Per Lifetime — This Is Not a Drill

Perhaps the most talked-about rule in the entire directive: you can only change your BVN-linked phone number once in your lifetime. Read that again. Once. In your lifetime.

This is an extraordinary measure, and it is directly aimed at one of the most destructive forms of financial fraud in Nigeria: SIM-swap fraud. A SIM swap happens when a fraudster convinces a mobile network provider to transfer your phone number to a new SIM card in their possession. This cooling-off period exists to protect you in the event that the device activation was not authorised. If a fraudster activates your banking app on their device and then attempts to make large withdrawals, the ₦20,000 limit means they cannot access the bulk of your funds immediately. By the time the 24-hour window passes, you, or your bank's fraud detection systems, should have caught on to the intrusion.
